I'm at a loss to see how prop 22 was the cause of these layoffs. Prop 22 didn't change anything, but rather allowed gig drivers to remain the independent contractors they had always been. The grocery chains could have made this move months, or even years ago if they wanted to. The fact that they're making this change now seems more likely to be the result of shifting economic realities. Economic changes are often difficult, but the solution is to adapt to them, not use the government to forcibly, and artificially maintain the status quo.
