It may be true that people in poverty or who live under an oppressive regime learn to cheat and evade authority as a way of life. I’m not sure. But it still brings up an interesting point. The market places a price on certain behavior. Dishonesty will more than likely lead to the loss of customers, clients and opportunities in the long run. In a properly regulated capitalist economy fraud is treated as theft and is punished appropriately. Capitalism, being a system rooted in private property and freedom of exchange, rewards industriousness and honesty.
